Extension Guidance on Uber/Lyft/rideshare on PCard

Uber/Lyft/rideshare apps are considered to have “clickwrap” agreements. When you are ordering or creating an account online get a message like “by clicking here I agree to terms and conditions”, this is considered a clickwrap agreement and the T&Cs must first be reviewed and approved by the legal team at OSU Purchasing prior to agreeing and continuing with payment.
From past experience we know the University cannot agree to the T&Cs of rideshare apps, so we cannot create accounts under the University’s name.

While the use of the PCard on a personal rideshare app is not expressly prohibited by the University, Extension Operations strongly discourages the use of the PCard on such personal accounts by Extension personnel. We routinely see accidental personal purchases placed on PCards because PCard information was stored in a personal app and defaulted for future purchases. Considering these purchases are generally low dollar transactions, and personal reimbursement expense reports are processed with priority by our Service Center, we require these purchases to be made personally and submitted for reimbursement.
